Every year, in the month of February/ March many education boards in India conduct Exam. Thousands of students appear in Board Examination every year. Rajasthan board will conduct 10th class annual board exam in the month of march. All the students enrolled for 10th class board examination 2017 are informed that their RBSE 10th Roll no 2017 is released by board on official website. Bhamashah Yojna in HindiBhamashah Yojna in Hindi -भामाशाह कार्ड योजना मुख्यमंत्री वसुंधरा राजे की यह एक महत्वाकांक्षी योजना है राजस्थान प्रदेश वासियों के लिए जिसमे उन्होंने महिला सशक्तिकरण को बढ़ावा दिया है एक तरह से और ये योजना मुख्यत प्रधानमंत्री जान धन योजना इस मिलती जुलती है लेकिन एक खास फर्क है इन दोनों में वो है कि “जन धन योजना आर्थिक रूप से कमजोर और उन परिवारों के लिए है, जिनका कोई बैंक खाता नहीं है। इसमें एक परिवार के किसी दो सदस्य का बैंक खाता खोला जाता है और उसके साथ 1 लाख रूपए का दुर्घटना बीमा दिया जाता है। जबकि भामाशाह योजना राजस्थान के परिवारों की महिला प्रमुखों के लिए है। ”



भामाशाह योजना के तहत महिलाओं को क्या क्या लाभ दिए जायेंगे आईये जानते है :-
1. यह योजना मुख्यत राज्य की सरकारी योजनाओं का लाभ प्रदेश की गरीब महिलाओं को सीधे सीधे पहुँचाने के लिए शुरू की गयी है ।
2. इस योजना के अंतर्गत राज्य की डेढ़ करोड़ महिलाओं का पंजीयन किया जायेगा और उनका बैंक खाता खोला जायेगा ।
3. महिलाओं को बैंक खाता खोलने के लिए भामाशाह कार्ड के लिए पंजीयन होना आवश्यक होगा ।
4. इस योजना के तहत परिवार की प्रमुख महिला को एक बायोमेट्रिक कार्ड जारी किया जायेगा और एक अनुमान के अनुसार सरकार के पास राज्य की सभी महिलाओं का बायोमेट्रिक डेटा जो है वो मार्च २०१५ तक उपलब्ध हो जायेगा ।
5. इस योजना में महिलाओं को तीस हज़ार तक का मुफ्त मेडिकल बीमा और गंभीर बीमारी की अवस्था में तीन लाख तक की सहायता दी जाएगी ।
6. इस योजना के तहत स्टूडेंट्स और विक्लांग लोगों के लिए एक विशेष कार्ड जारी किया जाएगा। इससे उन लोगों को आर्थिक सहायता समेत विशेष सुविधाएं मिलेंगी, जो अपने परिवार के साथ नहीं रहते हैं ।
7. न केवल महिला जबकि पुरुष भी इस कार्ड को बनवा सकते है लेकिन उन्हें बीस या पच्चीस रूपये अतिरिक्त भुगतान करना होता है ।

भामाशाह card योजना को सही से करने में राज्य पर बड़े स्तर पर प्रयास जारी है  इसके अलावा सभी लोगों का आधार पहचान आधारित डाटा, बुनियादी जनसांख्यिकीय इलेक्ट्रॉनिक डाटा तथा विभागीय योजनाओं का विशिष्ट डाटा उनके फोटो सहित राज्य डाटा सेंटर में सुरक्षित रखा जाएगा। सामाजिक न्याय एवं अधिकारिता विभाग, बैंक प्रतिनिधि तथा खाद्य विभाग के अधिकारी भी इन शिविरों में मौजूद रहेंगे। भामाशाह प्लेटफार्म के जरिए सरकार की ओर से लोगों को दिए जाने वाला लाभ सीधे बैंक खाते में जमा कराया जाएगा।

इसके अलावा  स्कूली खाते से अब तक अभिभावकों तक पहुंचने रही छात्रवृत्ति अब सीधे बच्चों के खातों में पहुंचेगी। राज्य सरकार ने विद्यालयों से जुड़ी छात्रवृत्तियों को भामाशाह योजना से जोड़ने के लिए डाटा बेस तैयार करने की शुरूआत की है। डाटाबेस बनाने के लिए पात्र विद्यार्थी का नाम, पता, पिता का नाम, जाति, कॉलोनी, ग्राम पंचायत, जिला, राज्य, पिन कोड, आधार नम्बर, बैंक खाता नम्बर, आईएफसीई कोड, स्कूल का नाम एवं उसका पूरा पता मांगा गया है। इसे डायरेक्ट टू बेनिफिट यानि के DBT  स्कीम से जोड़ा जा रहा है। विद्यार्थियों को फ़िलहाल 13 प्रकार की छात्रवृत्तियां दी जा रही है।
छात्रवृत्तियों को सीधे खातों तक पहुंचाने का उद्देश्य पारदर्शिता बढ़ाना है। बच्चे के खाते में राशि जाने के बाद इसका उपयोग इसकी पढ़ाई के लिए हो सकेगा ऐसी संभावनाएं बढ़ सकती है इसलिये कहा जा सकता है भामाशाह कार्ड योजना एक पारदर्शिता में भी एक मील का पत्थर साबित हो

  • भामाशाह सृजन योजना के तहत बेरोजगारों को स्वयं के उद्योग स्थापित करने के लिए राज्य सरकार पांच लाख रुपए से दस लाख रुपए तक का ऋण मुहैया कराएगी।

जयपुर। राजस्थान के सहकारिता राज्य मंत्री अजय सिंह किलक ने कहा है कि भामाशाह सृजन योजना के तहत बेरोजगारों को स्वयं के उद्योग स्थापित करने के लिए राज्य सरकार पांच लाख रुपए से दस लाख रुपए तक का ऋण मुहैया कराएगी। 
सिहं सीकर के सूचना केन्द्र में राज्य सरकार के दो वर्ष पूर्ण होने पर आयोजित प्रेस वार्ता में यह जानकारी दी। उन्होंने कहा कि सोलर एनर्जी में प्रदेश अव्वल बनेगा जिससे औद्योगिक विकास की विपुल संभावनाएं बढ़ेगी। 
उन्होंने बताया कि भामाशाह बीमा योजना में एक करोड़ परिवारों को शामिल किया जाकर उन्हें निजी अस्पतालों में पंजीकरण कर बेहतर चिकित्सा एवं स्वास्थ्य सेवायें उपलब्ध कराने के लिए सामान्य बीमारियों के लिए 30 हजार रुपए तथा गंभीर बीमारियों के उपचार के लिए एक लाख रुपये तक की राशि देने के लिए न्यू इण्डिया इंश्योरेंश कम्पनी से करार किया गया है। 
उन्होंने कहा कि सीकर जिले में एक लाख 7 हजार किसानों को ब्याज मुक्त फसली ऋण दिया गया है तथा 40 लाख से अधिक किसानों को सहकारिता से जोडने का लक्ष्य रखा गया है। नये सदस्यों को भी ऋण उपलब्ध कराया जाएगा जिसके लिए चार प्रतिशत राज्य सरकार अनुदान भी देगी। 
उन्होंने बताया कि दुर्घटना बीमा योजना से भी किसानों को जोड़ा जाएगा तथा दुर्घटना बीमा राशि पहले 50 हजार रुपये थी जिसे बढ़ाकर एक लाख रुपए किया गया है अब उसे मार्च, 2016 तक 5 लाख रुपए तक किए जाने का प्रावधान किया जा रहा है। 
सहकारी भूमि विकास बैंक किसानों को शून्य प्रतिशत पर ऋण उपलब्ध करवायेंगे तथा ब्याज प्रतिशत भी कम रखने का प्रयास किया जाएगा। उन्होंने कहा कि सहकार किसान कल्याण योजना को बाजार मूल्य से जोड़ा गया है व दीर्घकालीन ऋण किसान अपनी गिरदावरी, जमाबन्दी की नकल जमा कराकर प्राप्त कर सकते है। 
सीकर जिले में जल स्वावलम्बन योजना में 82 गांवों का चयन किया गया है तथा सभी के जनसहयोग से अभियान को सफल बनाने की आवश्यकता है।

निजी अस्पताल/स्वास्थ्य मार्गदर्शक सम्बन्धी प्रश्न


1.मैं (निजी अस्पताल) इस योजना से जुडना चाहता हूँ, मुझे इसके लिए क्या करना होगा?
योजना के अन्तर्गत सम्बद्धता हेतु योजना की वेबसाइट health.rajasthan.gov.in पर आॅनलाइन आवेदन किया जा सकता है। 

2.योजना में निजी अस्पतालो के जुडने हेतु क्या पात्रता / शर्ते है?
निजी चिकित्सा संस्थानों का सूचीकरण ग्रेडिंग के आधार पर होगा। न्यूनतम अर्हता प्राप्त करने हेतु अस्पताल में निम्न सुविधाऐं होना आवश्यक है-
* यह 15 बिस्तर का होना चाहिए। जिला स्तरीय गठित समिति इसमें छूट प्रदान कर सकती है।
* यह सभी उपकरणों से पूर्णतया सुसज्जित होना चाहिए तथा इसमें सामान्य चिकित्सा शल्य चिकित्सा तथा रोग जांच हेतु आवश्यक सुविधाऐं उपलब्ध होनी चाहिए। 
*सामान्य वार्ड महिला तथा पुरूष वार्ड के अलग-अलग होने चाहिए।
*अस्पताल जो पेकेज लेता है, उनके लिए सभी उपकरणों से पूर्णतया सुसज्जित आॅपरेशन थियेटर। अस्पताल अपनी इच्छा अनुसार पेकेज चुन सकता है।
* जो अस्पताल अधिक उपयुक्त होंगे उन्हें सूचीबद्ध किया जायेगा।
*अस्पतालों के असामान्य वितरण को रोकने हेतु क्षेत्र के भौगोलिक स्थिति का भी ध्यान रखा जायेगा।
*जिलों हेतु अस्पतालों में अधिकतम तथा न्यूनतम बिस्तरों की संख्या का निर्धारण उस क्षेत्र की जनसंख्या के आधार पर किया जायेगा।
*अस्पतालों की छंटनी कार्यप्रदर्शन के आधार पर अनवरत रूप से की जायेगी। 

3.योजना में निजी अस्पतालो के  जुडने की क्या प्रक्रिया होगी?
योजना के अन्तर्गत सम्बद्धता हेतु योजना की वेबसाइट health.rajasthan.gov.in पर आॅनलाइन आवेदन करे।
*बीमा कम्पनी द्वारा संस्थान का वेरीफिकेशन।
*बीमा कम्पनी एवं संस्थान के मध्य अनुबन्ध।
*संस्थान के नोडल अधिकारी एवं स्वास्थ्य मार्गदर्शन को साफ्टवेयर सम्बंधी प्रशिक्षण।
*बीमा कम्पनी द्वारा संस्थान के उपयोग हेतु साफ्टवेयर का यूजर आई डी एवं पासवर्ड बनाकर संस्था का उपलब्ध कराना।

4.निजी अस्पताल के योजना में सम्बद्धता हेतु क्या कोई फीस निर्धारीत की गयी है ?नहीं, इस प्रकार कोई भी प्रावधान वर्तमान में योजना के अंतर्गत नहीं किया गया है।
5.निजी अस्पताल की योजना में सम्बद्धता किस एजेन्सी के द्वारा की जावेगीयह कार्य योजना में चयनित बीमा कम्पनी द्वारा किया जावेगा। वर्तमान में न्यू इन्ड़िया एश्योरेंस कम्पनी द्वारा यह कार्य किया जा रहा है। 

6.स्वास्थ्य मार्गदर्शक की न्यूनतम शैक्षणिक योग्यता क्या होगी?
*वह स्नातक होना चाहिए।
*उसे कम्प्यूटर का कार्यात्मक ज्ञान होना चाहिए। 
*वह सम्बन्धित क्षेत्र का निवासी होना चाहिए।
*उसमें अच्छा संवाद कौशल होना चाहिए।
*वह आसपास के गाँवों में जाने के लिए तैयार होना चाहिए।

7.संस्थान पर स्वास्थ्य मार्गदर्शक की न्यूनतम संख्या क्या होगी?
स्वास्थ्य मार्गदर्शक चिकित्सा संस्थान पर आई.पी.डी. भार के हिसाब से लगाए जा सकेगें। प्रति दिन 50 से अधिक की आईपीडी पर प्रति 50 आईपीडी पर एक स्वास्थ्य मार्गदर्शक अथवा अस्पताल की आवश्यकतानुसार अतिरिक्त मार्गदर्शक लगाये जा सकेगें।

8.स्वास्थ्य मार्गदर्शको को किसके द्वारा संस्थान पर नियुक्त किया जावेगा?
न्यूनतम वाछिंत योग्यता के आधार पर संस्थान द्वारा स्वयं के स्तर पर स्वास्थ्य मार्गदर्शको को संस्थान पर नियुक्त किया जावेगा। 

9.मेरे अस्पताल का योजना के अंतर्गत एम्पेनलमेंट हो गया है परन्तु लाॅग इन आई डी एवं पासवर्ड अभी तक उपलब्ध नहीं हुआ है। मुझे किससे सम्पर्क करना चाहिए?
लाॅग इन आई डी एवं पासवर्ड सम्बन्धी समस्याओं के लिए श्री ललित जैन, एन.आई.ए.सी. को टेलीफोन नम्बर 0141-2643814, 0141-2643815 एवं मोबाईल नम्बर 9829123223 पर सम्पर्क किया जा सकता है। इस हेतु ई-मेल आई.डी. lalit.jain69@gmail.com  पर भी सम्पर्क किया जा सकता है।

10.मुझे अपने अस्पताल की आई.डी से लाॅग इन करने में परेशानी आ रही है । मुझे किससे सम्पर्क करना चाहिए?

11.मेरे अस्पताल की लाॅगिन आई.डी. ब्लॅाक हो गयी है, मुझे क्या करना चाहिए?
स्वास्थ्य मार्गदर्शक द्वारा बार-बार गलत पासवर्ड डालने से आई डी. ब्लाॅक हो जाती है। यह संख्या पूर्व में 3 बार तक थी, लेकिन अब उसमे सुधार कर 10 बार तक का विकल्प दिया गया है। 10 बार से अधिक बार गलत पासवर्ड डालने पर आई.डी. ब्लाॅक हो जायेगी, जो 24 घन्टे तक रहेगी, उसके बाद ही पुनः लाॅगिन किया जा सकेगा  

12.राशन कार्ड नम्बर आॅन लाईन सत्यापन नही होने पर क्या करना चाहिये?
स्वास्थ्य मार्गदर्शक राशन कार्ड से यह सुनिश्चित करेगा कि लाभार्थी ने अक्टूबर, 2015 से गेंहू प्राप्त किया है और यह प्रमाणित होने पर राशनकार्ड की प्रमाणित छायाप्रति (तीन पृष्ठ पहला मुख्य पृष्ठ जिस पर मुखिया का फोटो लगा हो, दूसरा अन्तिम पृष्ठ जिस पर परिवार का विवरण है, तथा तीसरा जिस पर गेहूँ लेने का विवरण अंकित हो तथा सभी पृष्ठो पर राशन कार्ड का नम्बर अंकित किया जावे) साॅफ्टवेयर में अपलोड कर और उसे एन.एफ.एस.ए. का लाभार्थी मान कर उसे योजना का लाभ प्रदान किया जायेगा।

13.मरीज के पहचान सम्बन्धी या अन्य दस्तावेज साॅफ्टेवयर में अपलोड करते समय परेशानी आने की स्थिति में क्या करे?
मरीज से सम्बन्धित दस्तावेजों को स्कैन करते समय स्कैनर की सेटिंग 100 डी.पी.आई पर रखना चाहिये, ताकि प्रति फाईल का साईज 250 के.बी. से अधिक नही हो। बडी साईज की फाईल होने पर फाईल को कम्प्रेस फाॅरमेट में भी अपलोड की जा सकती है। 

14.मरीज से सम्बन्धित दस्तावेजों को किस फाॅरमेट में अपलोड किया जाना है?
सभी दस्तावेजो को स्कैन कर फाईल्स को पी.डी.एफ. फाॅरमेट में ही साॅफ्टवेयर में अपलोड किया जायें। 

15.मरीज के इलाज हेतु भर्ती पर्ची पर पैकेज का निर्धारण कौन करेगा?
मरीज के भर्ती पर्ची पर सम्बन्धित चिकित्सक द्वारा ही पैकेज का निर्धारण किया जायेंगा। किसी भी स्थिति में स्वास्थ्य मार्गदर्शक द्वारा पर्ची पर पैकेज का नाम अथवा कोड अंकित नही किया जावेगा।

16.स्वास्थ्य मार्गदर्शक को कैसे ज्ञात हो कि किस बीमारी हेतु कौन सा दस्तावेज लगाया जाना है?
इस हेतु दिशा-निर्देश की सूची एवं ‘‘मिनीमम डाॅक्यूमेन्ट प्रोटोकाॅल‘‘ तैयार किया गया है जिसकी प्रति योजना की वैबसाइट पर भी उपलब्ध है। 

17.आपातकालीन मरीज को योजना के अंतर्गत किस प्रकार भर्ती किया जावेगा?
सर्वप्रथम इमरजेंसी टी.आई.डी जनरेट कर इलाज शुरु किया जावे। रोगी के स्थिर होने पर उसे नाॅरमल टी.आई.डी में कन्वर्ट करे एवं तदनुसार पैकेज बुक करें। इसकी विस्तृत सूचना योजना की वेबसाइट पर ट्रैनिग मेनुअल 2.0 में दी गयी है।

18.योजना के साॅफ्टवेयर के लिये कौनसी फिंगर प्रिट मषीन ली जानी चाहिए?
इस हेतु सेक्यूजेन हेमस्टर प्रो 20 कम्पनी की फिंगर प्रिट मशीन ही लेवे।  

19.‘‘मिनीमम डाॅक्यूमेन्ट प्रोटोकाॅल‘‘ क्या है?
157 अत्याधिक प्रयुक्त/बुक किये जाने वाले पैकेज के लिये मरीज के ईलाज से सम्बन्धित कुछ आवश्यक दस्तावेजों को क्लेम के साथ बीमा कम्पनी को भेजने हेतु ‘‘मिनीमम डाॅक्यूमेन्ट प्रोटोकाॅल‘‘ तैयार किया गया है जिससे कम समय में क्लेम पर आवश्यक कार्यवाही कर निस्तारित किया जा सके।

20.मरीज के ईलाज की राशि उसके कार्ड/वाॅलेट में उपलब्ध राशि से अधिक होने की स्थिति में क्या किया जाना चाहीए?
सामान्यतः मरीज का इलाज उपलब्ध वालेट राशि की सीमा तक किया जाना चाहिए। मरीज की गंभीर स्थिति में जबकि जान बचाने के लिए प्रकिया आवश्यक हो तो इलाज करने वाले चिकित्सक द्वारा ऐसी अनुशंषा के पश्चात ही प्रकरण को फंड़ एन्हान्समेन्ट के लिए भेजा जावे प्रत्येक केस में फंड़ एन्हान्समेन्ट सम्भव नहीं है। इस प्रकार का केस फंड़ एन्हान्समेन्ट के लिये भेजा जायेगा। रू 500 की सीमा तक इलाज देने वाले चिकित्सक कि अनुशषा के बाद फंड़ एन्हान्समेन्ट की स्वीकृति प्राप्त की जा सकेगी।  

21.क्या मरीज के भर्ती होने के बाद उसके पैकेज में और पैकेज जोड़े अथवा संशोधित किये जा सकते है?
हाँ, अब साॅफ्टवेयर मे पैकेज ए़ड़/एडिट/निरस्त करने का विकल्प उपलब्ध कराया गया है, जिसके आधार पर एक बार टी.आई.डी. जनरेट होने पर आवश्यकतानुसार उसके पैकेज सलेक्शन में परिवर्तन किया जा सकता है। लेकिन यह जरूरी है कि मरीज उस समय तक अस्पताल से डिस्चार्ज नही हुआ हो तथा यह सुविधा उसी अस्पताल के लिए है जहां टी.आई.डी. जनरेट हुई है। सम्पूर्ण प्रक्रिया के लिए यूजर मेनुअल पढ़े।

22.क्या किसी पैकेज को बुक करने से पहले बीमा कम्पनी से पूर्व अप्रुवल लिया जावें?
500 चयनित गंभीर बीमारियों हेतु बीमा कंपनी से प्री-आॅथोराइजेशन अप्रूवल के उपरान्त उपचार प्रारम्भ किया जायेगा, परन्तु आपालकालीन स्थितियों में (जब रोगी की जान को खतरा हो) सर्वप्रथम उपचार को प्राथमिकता दी जायेगी। शेष आवश्यक कार्यवाही बाद में अमल में लाई जायेगी।

23.टर्शरी पैकेज के इलाज के लिये क्या करना होगा?
टर्शरी पैकेज के इलाज के लिये यह आवश्यक है कि उसका प्री-आॅथोराइजेशन अप्रूवल के लिये बीमा कम्पनी को भिजवाया जावें। 48 घन्टे तक बीमा कम्पनी द्वारा तीन बार क्योरीज की जा सकती है। यदि आपने क्योरीज का जवाब दे दिया है तो या तो बीमा कम्पनी की स्वीकृती आपको कम्प्यूटर पर प्राप्त हो जायेगी अन्यथा 48 घन्टे के पश्चात वह पैकेज स्वतः ही अप्रूव्ड माना जायेगा।    
24.प्री आॅथ क्योरी का जवाब कब तक भिजवाया जाना  आवश्यक है?
प्री आॅथ क्योरी का जवाब यथाशीघ्र भिजवाया जाना चाहिये ताकि समय से अप्रुवल प्राप्त हो जाये। तब तक चिकित्सालय द्वारा मरीज का इलाज जारी रखा जायेगा। 
25.यदि प्री आॅथ क्योरी के जवाब से बीमा कम्पनी संतुष्ट नही हो और पैकेज रिजेक्ट हो जाये तब क्या करे?
पैकेज रिजेक्ट होने की स्थिति में मरीज का ईलाज इस योजना में नही किया जा सकेगा। यदि बीमा कम्पनी द्वारा बताये गये कारण सन्तुष्टिप्रद नहीं है तो जिला स्तरीय शिकायत निवारण समिति में शिकायत दर्ज की जा सकती है।
26.क्या प्री ओथ रिक्वेस्ट के साथ कोई दस्तावेज लगाना आवश्यक है?
जी हां, मरीज की जिन रिर्पोट/रिर्पोटस के आधार पर डाक्टर ने पैकेज का निर्धारण किया वो सभी रिर्पोट प्री ओथ रिक्वेस्ट फार्म में अपलोड करना आवश्यक है।
27.क्लेम सम्बन्धी समस्या के लिये मुझे किसे सम्पर्क करना चाहिए?

28.यदि बीमा कम्पनी द्वारा 21 दिन की निर्धारित सीमा मे क्लेम की राशि का भुगतान नही किया जाता है तो क्या मुझे ब्याज सहित भुगतान होगा?

जी हां, यदि बीमा कम्पनी द्वारा निर्धारित समय सीमा में भुगतान नही किया जाता है तो बीमा कम्पनी द्वारा क्लेम राशि पर 1 प्रतिशत प्रतिदिन की दर से शास्ति ब्याज राषि के साथ भुगतान किये जाने का प्रावधान है।

  • Step 1. First of all you need to access the SBI website www.onlinesbi.com
  • Step 2. By default, you will be reached on My Accounts tabs, from the left side menu click Link Your Aadhaar Number.
  • Step 3. Now, you will redirect to Aadhaar registration page, where you have to select the account number & fill your Aadhaar number twice and click on submit button.
  • Step 4. Now you will receive OTP (One Time Password) by SMS on your registered mobile number.

  • Step 3. The Aadhaar number will be verified by Bank with UIDAI. In case it fails verification, SMS will be sent to Customer to contact any SBI branch along with Aadhaar number or e-aadhaar.
  • Step 4. If the mobile number is not registered or in case the Aadhaar is already linked to Account, an SMS reply will be sent to you.
