  • दुर्बल वर्ग
    • अभिभावक की वार्षिक आय 1.00 लाख रुपये तक होने का प्रमाण-पत्र ।
    • बालक / अभिभावक का निवास सम्बन्धी प्रमाण-पत्र ।
    • बालक की आयु सम्बन्धी दस्तावेज ।
  • असुविधाग्रस्त समूह
    • बालक/अभिभावक का अनुसूचित जाति प्रमाण-पत्र । अथवा
    • बालक/अभिभावक का अनुसूचित जन जाति प्रमाण-पत्र । अथवा
    • अनाथ आश्रम द्वारा बालक के अनाथ होने की घोषणा । अथवा
    • एचआईवी/केंसर से प्रभावित होने की रजिस्टर्ड डाइग्नोस्टिक केन्द्र की रिपोर्ट अथवा
    • युद्ध विधवा के सम्बन्ध में जारी प्रमाण पत्र । अथवा
    • विशेष आवश्यकता वाले (नि:शक्तकजन) बालकों के लिए सक्षम स्तर से जारी प्रमाण पत्र । अथवा

सीधे प्रवेश दिया तो प्रथम कक्षा में भी आरटीई लागू

  • कई निजी स्कूल आरटीई के तहत प्रवेश देने से बचने के नए-नए तरीके ढूंढ रहे हैं। मगर आरटीई एक्ट के मामले में जहां स्कूलें डाल-डाल हैं तो सरकार पात-पात। राज्य सरकार ने निशुल्क शिक्षा का अधिकार अधिनियम के तहत बड़ा फैसला करते हुए निजी स्कूलों में कक्षा एक में कुछ सीटों पर सीधे प्रवेश पर भी आरटीई लागू कर दी है। इससे जहां स्कूल अपनी सीटें नहीं छुपा पाएंगे, वहीं हजारों अभिभावकों को इसका सीधा लाभ होगा। कई निजी स्कूल आरटीई के तहत प्रवेश देने से बचने के नए-नए तरीके ढूंढ रहे हैं। मगर आरटीई एक्ट के मामले में जहां स्कूलें डाल

    Raj schools exceed 25% RTE cap

    This year private schools have exceeded the cap of 25% admissions under the RTE-2009. Overall 1.78 lakh students were admitted under RTE against the total enrollment of 6.4 lakh students in 31,496 registered schools. It means that 27.5% of students are admitted under RTE. Rajasthan is probably among the few states which has exceeded the cap. This simply means that state has achieved one of the main provisions of RTE-2009.

    -डाल हैं तो सरकार पात-पात। राज्य सरकार ने निशुल्क शिक्षा का अधिकार अधिनियम के तहत बड़ा फैसला करते हुए निजी स्कूलों में कक्षा एक में कुछ सीटों पर सीधे प्रवेश पर भी आरटीई लागू कर दी है। इससे जहां स्कूल अपनी सीटें नहीं छुपा पाएंगे, वहीं हजारों अभिभावकों को इसका सीधा लाभ होगा।
नर्सरी के साथ ही प्रथम कक्षा से सीधे प्रवेश लेने वाली स्कूलों के लिए पहली कक्षा में भी आरटीई लागू कर दी गई है। सूत्रों के मुताबिक कुछ निजी स्कूलें अपनी सीटें सामान्य वर्ग को फीस के आधार पर देने के लिए नर्सरी कक्षा की तुलना में प्रथम कक्षा में अधिक सीटें रखती हंै। इससे आरटीई के तहत जितने प्रवेश होने चाहिए उतने नहीं हो पाते।समझें पूरी प्रक्रिया दो एंट्री कक्षा में निशुल्क सीटों पर प्रवेश केवल उन्हीं विद्यालयों को देना है, जिन विद्यालयों की पूर्व प्राथमिक एंट्री कक्षा में सीटों की संख्या कम है एवं कक्षा एक में सीटों की संख्या अधिक है। उदाहरण के रूप में जैसे किसी विद्यालय में प्रवेश के लिए नर्सरी में पचास सीटें हैं तथा कक्षा एक में 100  सीटें हैं। इस स्कूल में पचास बालक क्रमोन्नत होकर कक्षा एक में आते हैं, कक्षा एक की शेष पचास सीटों पर बालकों को सीधे प्रवेश दिया जाता है। एेसे स्कूलों को नर्सरी की पचास सीटों व कक्षा एक की सीधे प्रवेश वाली पचास सीटों में से दोनों कक्षाओं में अलग-अलग 25-25 प्रतिशत सीटों पर निशुल्क प्रवेश देने होंगे। जिन विद्यालयों में निशुल्क प्रवेश प्राथमिक एंट्री कक्षा व कक्षा एक में सीटों की संख्या लगभग समान रहती है एेसे विद्यालय में निशुल्क सीटों पर प्रवेश केवल पूर्ण प्राथमिक एंट्री कक्षा (नर्सरी, केजी, प्रेप) में ही होगा। जिन विद्यालयों में पूर्व प्राथमिक कक्षाएं यानी कक्षाएक से पहले की कक्षाएं एक से अधिक हैं उनमें सबसे छोटी कक्षा ही(जैसे कि नर्सरी) निशुल्क प्रवेश के लिए पूर्व प्राथमिक एंट्री कक्षा होगी।अलग-अलग प्रवेश अनिवार्य जो निजी विद्यालय पूर्व प्राथमिक कक्षा(नर्सरी, केजी, प्रेप) की एंट्री कक्षा के साथ कक्षा प्रथम में भी सीधे प्रवेश दे रहे हैं उन निजी विद्यालयों को पूर्व प्राथमिक एवं कक्षा एक में प्रवेश लेने वाले विद्यार्थियों की कुल संख्या की कम से कम 25 फीसदी सीटों पर  आरटीई के तहत अलग-अलग प्रवेश देना अनिवार्य होगा।
